Whitelists at MTS, MegaFon, Beeline, T2 and Yota: what the carriers say on their own pages

“MTS whitelist”, “MegaFon whitelist”, “Beeline”, “T2”, “Yota” are one question asked about five carriers. Below is what each of them says on its own page (we opened them on 8 November 2026), where the pages agree, where they differ, and what of this we checked ourselves.

In short. There is one list: the Ministry of Digital Development maintains it, and the carrier “only sets up access”, as MegaFon puts it. MegaFon and Beeline ask you to turn the VPN off and expect a 3G/4G signal (MegaFon) or 4G/LTE (Beeline); the MTS piece of 1 June 2026 says nothing about VPN, Wi-Fi or regions, but has the longest list of names (including MTS Link and KION). On Beeline, unlimited packages for messengers, social networks and video do not apply while the restriction lasts; Yota shows the list for your region; we could not open the T2 page on 8 November (server error) and claim nothing about it. What opens for you is set by the carrier and your region, not by us.

We make Mayak. This article retells carrier pages as read on a stated date; it is not a forecast, and where we have no measurement we say so. 3 days free, no card needed.

What all the carriers say in common

  • The list is not the carrier's. MegaFon: “The list is compiled by the Ministry of Digital Development, we only set up access to the services in it” (translated by us). For who maintains the list and how many entries it has, see our main whitelist article.
  • Wi-Fi works as usual. MegaFon: “During restrictions you can use any service over Wi-Fi.” Beeline: “we recommend connecting to Wi-Fi.”
  • A cellular signal is needed. MegaFon: “The services are available only with a 3G or 4G/LTE signal.” Beeline: “you need a 4G/LTE signal.”
  • Turn the VPN off. MegaFon, to the question whether whitelisted services work with a virtual private network (VPN): “No, for the services to work correctly the VPN must be turned off.” Beeline: “you need a 4G/LTE signal and the VPN must be turned off.”
  • The list grows. MTS: “The services will be added to over time: bookmark this page to keep up with current information.” Beeline says whitelisted services work “in pilot mode”.

All quotes on this page are from the carriers' public pages, read on 8 November 2026, translated by us. Carriers reword their pages: on MegaFon's page, for example, the sentence about who maintains the list read differently on 20 September than it does today, though the meaning is the same.

MTS: the article on its media portal

At MTS this is not a help section but a piece on the media.mts.ru portal titled “Government services, telecom, marketplaces and more: what will work when mobile internet is restricted” (translated by us). It is the most detailed by name. Groups named:

  • MTS services: the personal account, “My MTS”, MTS Premium, KION (with its music and “Strings”), Ticketland, MTS Link, Yurent.
  • Government: Gosuslugi, the Federal Tax Service, GIS ZhKKh, the remote e-voting portal and others.
  • Banks and finance: MTS Bank, Alfa-Bank, VTB, Gazprombank, NSPK, PSB.
  • Yandex, social networks and media: Yandex services, Rutube, VKontakte, Odnoklassniki, Max; Dzen, Kommersant, RBC, TASS and others.
  • Shops and travel: Avito, Ozon, Wildberries, Pyaterochka, Magnit, Russian Railways, Tutu, S7.

What the page does not have: words about VPN, about Wi-Fi, or about differences between regions (in the text we read). So we say nothing about VPN at MTS.

MegaFon: the “Whitelist of services” page

  • Format. A help page with questions and answers and ten groups of services: government services, banks and finance, shops and food, health, education, TV, video and news, VK and Yandex services, transport and travel, IT companies and other.
  • Regions. There is no separate answer, but there is a link to a file “List of available services in different regions”, so the contents depend on the region, and the carrier itself says so.
  • If the service is not on the list: “During restrictions you can use any service over Wi-Fi.”
  • VPN and signal: the quotes above.

Beeline: the “whitelist” page

  • Conditions. “You need a 4G/LTE signal and the VPN must be turned off”; while mobile internet is restricted Beeline advises Wi-Fi, saving maps, entertainment content, QR codes and file copies in advance, and having cash.
  • What does not work while the restriction lasts (the difference from the other pages): unlimited packages for messengers, social networks and video, the “Support at zero” and “Affordable internet” services, and the zero-rating of traffic for popcorn.beeline.
  • Contents. Groups: services and social networks, media, shops and marketplaces, banks and finance, government services, health, transport, news. The page has regional versions (addresses like spb.beeline.ru/whitelist-unlock/), and by the description in search results the contents differ between them; we read the Moscow one.

T2 (formerly Tele2)

T2 has a “T2 whitelists” page (in the promotions and services section of the carrier's site) and an article in its support section. On 8 November 2026 the T2 server answered our requests with a 503 error, so there is not one quote from it in this article, and we will not retell search results in place of the page. Whether it opens for you, check at t2.ru. Search demand for “T2 whitelist” is its own, so once the page opens we will read it and update this section.

Yota: the “Whitelist” page

  • The contents depend on the region: the page shows your region (“Moscow and the region” for us) and a “Change region” button.
  • Groups: Yota services, government services and documents, authorities, state projects, banks, finance, VK and Yandex services, marketplaces, shops and food, video, news, TV and radio, transport and travel, health, work and education, other.
  • The answers to the questions (including the one about VPN) open on a click; they were not in the text we read, so there are no VPN quotes for Yota here.

About Motiv and regional carriers: we did not read their pages.

How to use the carriers' pages

  1. Open your carrier's page and check the region. MegaFon has a file by region, Beeline and Yota have regional versions of the page.
  2. Check the service you need against the list. Not against someone's screenshot: the list changes, and the carrier's page is the primary source for your network. The names of apps and sites are collected in a separate article.
  3. Turn the VPN off if you use a service from the list: MegaFon and Beeline ask for it.
  4. Check the signal. Without 3G/4G/LTE the whitelist does not help; that is the carriers' own condition.
  5. The service you need is not on the list: use Wi-Fi. That is the only advice the carriers themselves give.

Where this leaves Mayak

In short: our servers are not on the list, and the usual connection paths do not get through on mobile data in that mode. Since app version 1.0.24 there is one more path, a whitelist address. What we checked is whether it opens from carrier networks: on 4 November 2026, from SIM profiles of 32 carrier variants (including MegaFon, MTS, Beeline, Tele2 and Yota), it opened for 27. We did not check what exactly opens at each carrier inside the mode, and do not promise it. The details, the limits and what we did not measure are in the main article.

What we checked

  • Carrier pages. Read on 8 November 2026: the MTS piece of 1 June 2026, MegaFon's “Whitelist of services” page, Beeline's “whitelist” page (Moscow version), Yota's “Whitelist” page (region “Moscow and the region”). We read them with a tool that extracts the page text, not by eye on a phone, so answers that expand on a click may have been missed.
  • T2. The page and the support article would not open (server error 503).
  • Ourselves. Whether our whitelist address opens from carrier networks (4 November) and what the main article says.

What we do not know

  • What will open for you. The contents depend on the region and change; carrier pages are what the carrier is willing to say, not a measurement of your network.
  • How carriers apply the mode in practice. We did not measure who has it on and when, and we make no forecasts.
  • What the T2 page says and what is in Yota's hidden answers.
  • The legal side. We retell public pages and give no legal assessment.

Short answers

What is the whitelist at MTS? A list of services that stay reachable when mobile internet is restricted. At MTS it is described by the piece of 1 June 2026; the Ministry of Digital Development maintains the list.

Is MTS Link on the whitelist? It is named on the MTS page among MTS services. That is an answer about the carrier's page on 8 November, not about what opens for you right now.

Why does the whitelist not work at MTS, MegaFon or Beeline? A whitelist is not a service that “works” or “does not work”: it is a mode in which the list is open. If a service from the list does not open, by the carriers' pages it may be: no 3G/4G/LTE signal, a VPN switched on, the service missing from the version of the list for your region. We are not a carrier and cannot find the cause for your number.

How do I turn the whitelist off at MTS? We found no such option for subscribers on the carriers' pages. MegaFon says the cause of the restrictions does not depend on the carrier.

How does MegaFon's whitelist differ from MTS's? The list is one, the ministry's. The pages differ: MegaFon has questions and answers with a file by region, MTS has a piece with a list of names and no words about VPN or Wi-Fi, Beeline also lists which services do not apply while the restriction lasts.

Do Yota and T2 have a whitelist? Yes, each has its own page; Yota shows the contents by region. We could not open the T2 page on 8 November.

Does Mayak work under the whitelist at my carrier? The usual paths do not; the whitelist address (since 1.0.24) may, and we cannot promise it. Details.
