“Which apps are on the whitelist”, “which sites work under the whitelist”, “is Sberbank on the whitelist” are questions about specific names. There is no single list. Below: what the carriers' pages name (we read them on 8 November 2026), what they say and do not say about well-known names, and how to check your own in five minutes.
In short. There is no single list: the Ministry of Digital Development publishes additions, the carriers keep their own pages, and the contents depend on the region. The MTS piece (1 June 2026) and MegaFon's page name Gosuslugi, Yandex and VK services, Max, Rutube, Avito, Ozon, Wildberries, Russian Railways, Alfa-Bank, VTB and Gazprombank. Sberbank for retail customers is not in the MTS list of banks, and we did not find it on MegaFon's page; what that means for your phone we do not know. Telegram and WhatsApp are not named in the text of the MTS page. Check with your own carrier, in your own region, with the VPN off.
We make Mayak. This article retells carrier pages as read on a stated date; it is not a forecast and not a complete list: we do not have a complete list, and we say so. 3 days free, no card needed.
🍎 On iPhone Mayak works with the subscription link from your account. INCY was removed from the Russian App Store on 27 October 2026: if you already have it, it keeps working — do not delete it, it cannot be downloaded again from the Russian store right now. With a Russian Apple account, Clash Mi and Shadowrocket are available now (we have not verified them live with our link); Happ and INCY need an Apple account of another country.
There is no single list: three sources
- The ministry. It publishes additions in separate announcements. According to RIA Novosti (12 March 2026, updated 28 July) the list holds more than 500 Russian sites, services and apps in 16 categories.
- The carrier. Each has its own page or piece, and they are added to. Where they are and how they differ: the carrier-by-carrier article.
- The region. MegaFon has a file “List of available services in different regions”, Yota's page shows the contents for the chosen region, and Beeline has regional versions of the page.
Hence the conclusion we repeat from article to article: any “complete table” on the internet is somebody's compilation as of some date. This page is not a table, on purpose.
What the carriers' pages name
By group, as the carriers themselves call them. Only the names we saw in the page text are listed; “and others” means not everything is named.
- Government. MTS: Gosuslugi, the Federal Tax Service, GIS ZhKKh, the remote e-voting portal. MegaFon: Gosuslugi, Goskey, the Federal Tax Service, Russian Post.
- Banks and finance. MTS: MTS Bank, Alfa-Bank, VTB, Gazprombank, NSPK, PSB. MegaFon: Alfa-Bank, Gazprombank, the Moscow Exchange and others.
- Yandex and VK. MTS: Search, Taxi Go, Alice, Eda, Lavka, Music, Navigator, Maps, Mail; VKontakte, Odnoklassniki, Max, Rutube. MegaFon: VKontakte, Dzen, MAX, Taxi, Maps, Navigator.
- Shops and delivery. MTS: Avito, Ozon, Wildberries, Magnit, Pyaterochka, VkusVill, Perekrestok and others. MegaFon: Ozon, Wildberries, Magnit, Pyaterochka, Samokat.
- Video, TV, news. MTS: Rutube, Dzen, RBC, TASS, Kommersant, Izvestia. MegaFon: Kinopoisk, Okko, Ivi, RUTUBE, RBC, TASS.
- Transport. MTS: Russian Railways, Tutu, S7. MegaFon: Russian Railways, Aeroflot, S7, Pobeda, Tutu.
- Health. MTS and MegaFon: Mother and Child, MEDSI, glucose-monitoring services.
- Other. MTS and MegaFon: 2GIS, CDEK, HeadHunter, Russian Post. The carrier's own services (MTS Link, KION, “My MTS” at MTS).
Specific names: Sberbank, Gosuslugi, Max, Telegram
Sberbank. One of the most frequent questions (“is Sberbank on the whitelist”, “why is Sberbank not on the whitelist”). In the “Banks and finance” block of the MTS page of 1 June 2026 there is no Sberbank: named are MTS Bank, Alfa-Bank, VTB, Gazprombank, NSPK, PSB. On MegaFon's page the word “Sber” appears only in the name “Sber2B” (a business service); Sberbank for retail customers is not named in the text we read. What follows for your phone we do not know: the contents depend on the region and change, and we read the page text with a tool. Check with your own carrier.
Gosuslugi is named on the MTS and MegaFon pages. Max is named on both. Yandex and VK appear as whole groups of services.
Telegram and WhatsApp. These words are not in the text of the MTS page. We did not read what the other carriers write on this, and we did not measure ourselves whether they work in whitelist mode: we will not retell other people's observations.
How to check your own in five minutes
- Turn Wi-Fi off so you test the mobile network, and make sure a 3G/4G/LTE signal is there.
- Turn the VPN off on the phone if it is on: MegaFon and Beeline ask for it directly.
- Open your carrier's page and check the region on it (at MegaFon, the file by region).
- Find the service you need on it (search the page: the app may be called differently than in the store).
- Open the service on the phone and write the result down: carrier, region, time, opened or not. In a week the contents may have changed.
- It did not open though the service is on the list? Check the signal and the VPN again; if those are fine, ask the carrier: we are not a carrier and cannot find the cause for your number.
How to tell a whitelist from an ordinary fault is in the main article.
How a service gets on the list, and whether you can add your own
RIA Novosti names the conditions like this: demand among people, compliance with security requirements, computing capacity hosted in Russia, and a recommendation by state bodies as a socially significant resource. The ministry decides together with the carriers. We found no procedure in the publications or on the carriers' pages by which an ordinary person could add an app or a site to this list. If you searched “how to add an app to the whitelist” about an antivirus, parental control or a firewall, that is something else and has nothing to do with mobile internet.
Where this leaves Mayak
We are not on the list. What that means for the app, which path appeared with version 1.0.24 and what we did not measure are in the main article.
What we checked
- Carrier pages. On 8 November 2026 we read the MTS piece of 1 June and MegaFon's page; we searched the page text for the words “Sber”, “Telegram”, “WhatsApp” with a separate query. We read with a tool that extracts the text, so blocks that expand on a click may have been missed.
- RIA Novosti (12 March, updated 28 July): the number of entries and the conditions; we read the piece on 20 September.
What we do not know
- The complete contents, including by region.
- Whether a specific app opens fully for you. A carrier's page names a service; it does not guarantee that all its screens open.
- Why Sberbank is not in the lists we named and whether it will be.
- What is in the hidden blocks of the pages and on pages we did not read (T2, Motiv, regional carriers).
